Heather’s career has been defined by her ability to deliver strategic counsel and strong advocacy
for clients navigating Washington’s complex regulatory environment. Her practice emphasizes real estate
development, land use, environmental compliance, and municipal law.

Over the years, she has successfully guided residential, commercial, and industrial projects from
initial permitting through final approvals. She also serves as outside General Counsel to the Port of Tacoma,
one of Washington’s most critical economic hubs, where her deep knowledge of municipal and environmental law
is put to work daily.

A Proven Leader in Washington’s Legal Community

Beyond her client work, Heather has made lasting contributions to the legal field in Washington State.
She is the editor-in-chief of the Washington State Bar Association’s Real Property Deskbook volumes on
Land Use and Development and is a frequent speaker at legal education programs and industry seminars.

Her publications and presentations have helped shape the understanding of land use and environmental law
across the Pacific Northwest, earning her recognition as both a trusted advisor and a thought leader in her field.

Distinguished Military Service

Before entering private practice, Heather served 13 years on active duty in the United States Army,
including six years as a Judge Advocate. She later retired as a Lieutenant Colonel from the Washington
Army National Guard.

Her military background instilled in her the values of discipline, leadership, and commitment to public service,
qualities that continue to define her work as a respected attorney and community leader.

Dedicated to Civic and Professional Service

Heather’s leadership extends well beyond the courtroom. She has served as Past President of the Thurston
Economic Development Council and has held board positions with the Master Builders Association of Pierce County,
the Association of Washington Business, the Boys & Girls Clubs of Thurston County, and the YWCA Pierce County.

Her ongoing civic involvement reflects her deep commitment to strengthening her community while advancing
opportunities for others.
